MABB: Mehr Sendezeit für Freies Radio in Berlin und Potsdam

English below. Der Medienrat der Medienanstalt Berlin-Brandenburg (mabb) hat in seiner Sitzung am 14. September 2016 eine neue Sendezeitenverteilung für die Frequenzen 88,4 MHz (Berlin) und 90,7 MHz (Potsdam) beschlossen. Ab 1. Oktober 2016 kann Pi Radio dort als Pi Radio Verbund zusammen mit den Partnern Colaboradio, Frrapo und Studio Ansage von Montag bis Freitag jeweils von 6:00 Uhr früh bis nachts 1:00 Uhr auf Sendung gehen.

Wie das alles räumlich, strukturell und vor allem finanziell gelöst werden soll, ist bislang unklar. In elf Tagen soll es losgehen. Ebenso unklar ist, wie es mit den Verhandlungen um die Medienstaatsvertragsänderung bestellt ist. Die Anhörung im Brandenburger Landtag am 6. Juli 2016 zu diesem Thema brachte bisher noch keine Ergebnisse hervor. Es bleibt weiter spannend, wie sich die Brandenburger SPD zu diesem Thema positioniert. Fakt ist, dass genau jetzt Freies Radio in Berlin und Brandenburg auf eine Grundfinanzierung angewiesen ist. GEZ-Gebühren sind zu einem minimalen Prozentsatz genau dafür da. Nur die fehlende mediengesetzliche Regelung in Berlin-Brandenburg verhindert bisher die Förderung von Nichtkommerziellen Lokalradios (NKL).

Pi Radio Verbund: More broadcasting time without any financial aid

Berlin/ Potsdam – On October 31st 2016 Pi Radio Verbund went on air. Everyday from Monday to Friday, 6am to 1am Pi Radio Verbund will broadcast in Berlin and Potsdam. Pi Radio Verbund is an alliance of the Berlin-based free community radios Pi Radio, Colaboradio, Studio Ansage and Potsdam-based free community radio Frrapo. In their session on September 14th, 2016, the Media Council (Medienrat) of the Berlin-Brandenburg State Institute of Media (mabb) decided and declared a new distribution of transmission times on the FM-frequencies 88,4 MHz in Berlin and 90,7 MHz in Potsdam. The new distribution of broadcasting slots was made possible by moving Berlin public-access radio ALEX to the FM-frequency 91,0 MHz.

Despite of the additional airtime, the free community radios in Berlin and Brandenburg are lacking basic structural funding since the current media statutory regulations of the State Broadcasting Agreement prevent the funding of non-commercial local radios (NKL). Jörg Depta of Pi Radio Verbund explains: „We welcome the decision of the Media Council of mabb to extent the broadcasting times in favour of free community radios. Now the politicians of the Berlin Senate and the Brandenburg State Parliament (Landtag) are required to create the statuary fundamentals necessary to support non-commercial local radio financially by the State Institute of Media.“

The program of Pi Radio Verbund is created by more than 250 radio makers from more than 20 different countries, all working voluntarily. Pi Radio Verbund offers space to participate and experiment. Alternative reporting, music beyond mainstream and current events in arts, culture and the life in the city and its districts. Free radios are independent, autonomous and self-governed media that operate non-commercially and on a grass-roots democratic basis.
